What this document is

A constitution for culture

Volume V of the Veterans Enterprise Workforce, Leadership & Talent Excellence Framework, the OCEEWF™ establishes a constitutional governance model for organizational culture, employee and volunteer engagement, workforce well-being, resilience, and values-based leadership.

It defines a culture philosophy and a governance architecture that runs from the Veterans Enterprise Constitution down through the councils that steward culture day to day.

Because culture is governed rather than assumed, every leader is a steward of culture — accountable for it, not merely subject to it.

The central premise
Culture directly drives mission performance, innovation, retention, and public trust — so it is governed as a strategic capability, not an incidental characteristic.
